Safety Instructor Bios

Richard "Dick" Day, CSP, CHST

Mr. Day is a Certified Safety Professional (CSP) and a Certified Construction Health and Safety Technician (CHST). He received a Bachelors Degree in Science in Biology from Benedictine College. Since 1998, he is the Program Manager of the Occupational Safety and Health Administration/Environmental, Health and Safety (OSHA/EHS) Program and the Lead Instructor of most of the Region VII OSHA Training Institute (OTI) Education Center courses at the Metropolitan Community College-Business and Technology Campus (MCC-BTC) in Kansas City, MO.

Mr. Day has over eighteen years of experience in construction and general industry related positions. He has worked as a laborer, foreman and company owner. For the past fifteen years, he has consulted and trained in both construction and general industry safety and health.

Mr. Day also has over twenty-five years of experience in business management, marketing and public relations, project development, implementation and administration.


Sybil Chandler, CHMM

Ms. Chandler is a Certified Hazardous Materials Manager (CHMM). She received a Bachelor of Science in Industrial Technology/Occupational Safety and Health from Louisiana State University, and a Master of Science in Health Education/Occupational Safety and Health from University of Southern Mississippi. She has presented at local and national conferences on hazardous materials.

She taught High School Chemistry and Physical Science for a year. For eight years, she was employed by Ecology and Environment, Inc. (E & E), a full service environmental consulting company, as the Regional Safety and Health Coordinator. While working for E & E, she was: a member of EPA Region VII Superfund Technical Assessment and Response Team (START), coordinated and delivered health and safety training including 40-hour HAZWOPER (29 CFR 1910.120) for federal, state, and local government agencies, conducted facility Chemical Safety Audits (40 CFR 68), was responsible for all aspects of project management, wrote or approved health and safety plans, and managed medical monitoring programs.

Since 1998, she was employed by MCC-BTC as the EHS Faculty, Associate Degree Coordinator, and OTI Education Center Coordinator. She teaches college classes and workshop courses on EHS regulations and hazardous materials and consults general industry clients on EHS matters.


Dennis Burks, CSP, PE

Dennis Burks received his Master of Science degree in Industrial Safety and his Education Specialist degree from Central Missouri State University. He is a local chapter past President of the American Society of Safety Engineers (ASSE), a Certified Safety Professional (CSP) and a Registered Professional Engineer (PE). Mr. Burks has had the honor of receiving the "Safety Professional of the Year" award for ASSE Region IV and has written several safety articles that have been printed in various publications. He has been an adjunct faculty member at the MCC-Business & Technology Campus OSHA Training Institute Education Center since 1992.

Dennis has been in the occupational safety profession for over 28 years. He started his career with the Greater Kansas City Building and Construction Trades Council as a Safety and Health Trainer, a program funded through an OSHA grant. This position led to his job as the Safety Director for St. Joseph Light and Power Company. After Light and Power, Dennis worked for Sprint Nextel's Environmental Health & Safety department for over 22 years. His current position is Safety Director for the HNTB Companies. HNTB is a multidisciplinary firm known for work in transportation, bridges, aviation architecture, urban design and planning, environmental engineering, water and construction services.


Dan Corcoran, PhD, CIH, CSP

Mr. Corcoran is a CSP and a certified Industrial Hygienist (CIH). He has received his Bachelor of Science in biology and Master of Public Administration degree from the University of Nebraska at Omaga. He has also earned his PhD from the College of Business Administration at Touro University where his research focused primarily on corporate social responsibility. He is published in both peer reviewed journals and trade journals.

Dan Corcoran is currently the Assistant Area Director for the Kansas City Area OSHA Office. Over the years, he has worked in a number of capacities in the field of Occupational Safety & Health. He has worked as an OSHA compliance officer, corporate safety specialist, consultant, and program director for a local chapter of the National Safety Council.

He works part time as a college credit EHS instructor, and a guest speaker for the OTI Education Center.


Jack E. Fillinger, CSP

Mr. Fillinger is a CSP. He received a Bachelor and Masters of Science in Industrial Safety from Central Missouri State University.

Since 1997, he is the manager of occupational services at the Safety & Health Council of Western Missouri & Kansas which supports member and non-member companies of the National Safety Council in the area of employee safety and health. This support includes on site and home consultation services, walk-through evaluations, safety program development and review audits, customized training programs, noise and air evaluations and OSHA compliance assistance.

He has been a lead instructor, Region VII OTI Education Center since 1994 and instructs courses regulatory compliance training courses; addressing general industry; construction and OSHA record keeping requirements.

From 1986 through 1997, he was the safety and health manager at GST Steel Co. (ARMCO), Kansas City, MO. He was responsible for safety; industrial hygiene, and medical services.

From 1980 through 1986, he was the Texas Division Safety Engineer at National Supply Company (ARMCO), Texas.

Responsible implementation and controlling safety and health programs for multi-division oilfield equipment manufacturing, implemented line supervisory safety training, fleect accident prevention programs and industrial hygiene compliance activities. Established auditing procedures to evaluate program effectiveness. Supervised the actitivies of safety engineers; industrial hygiene engineers and support staff. Other areas of responsibility included coordination of workers compensation administration, fire protection, security and environmental compliance.

From 1967 through 1980, he was the Safety Engineer for ARMCO INC, Kansas City, Missouri. He provided safety engineering support to major steel producting facility in developing, promoting, and coordinating specialized accident prevention activities.


David Paul, CSP, CSC

In addition to being a CSP and a Certified Safety Consultant (CSC), David received a Bachelor of Science in Business Administration and a Master of Science in Industrial Safety from Central Missouri State University. Mr. Paul has presented at several local and national conferences and been published in Mid-America Commerce & Industry.

Mr. Paul's professional experience spans 20+ years in occupational safety and health. His work in safety spans a diverse group of businesses: aluminum, railroad, pet food, plastics, automotive suppliers, food and metalworking to name a few. Mr. Paul has managed industrial safety projects which involved smelting, casting, extrusion and lamination; rail car and locomotive repair and maintenance, food processing and packaging, metal fabrication, welding and machining.

His expertise in machine safeguarding has been sought out across the United States, Canada, and Germany. Of particular note are his accomplishments in developing plans for safeguarding the largest flexible manufacturing system (FMS) in the US, and the largest continuous process stainless steel rolling mill in the world. His experience extends into the classroom as well. Mr. Paul has taught numerous safety and health classes at a national OSHA Training Institute, conducted hundreds of safety seminars throughout the United States and is an accomplished motivational speaker reguarding safety throughout the country.

Mr. Paul's litigation experience has included pre-litigation support, reports, depositions, and trial expert witness examination. Cases have involved slips and falls, construction falls, back injuries, and falls in such areas as parking lots, restaurants, retail stores, construction sites, railroad yards and care centers.


Steve Ratliff

Steve worked for a hazardous waste remediation and emergency response company before becoming an Occupational Safety & Health Consultant with the State of Missouri. He worked for Ford Motor Company as a Safety Engineer/Security Supervisor where he implemented their ISO 14,000 program. Steve is now the Health & Safety Specialist for Ash Grove Materials Corp in Overland Park, KS where he provides safety support for approximately 500 employees in 7 companies in approximately 35 locations which include rock quarries, ready mix concrete plants, dry concrete packaging plants, a trucking company and a concrete paving company.
