Active Shooter/Armed Party Emergencies

An active shooter is someone armed with a firearm who has used deadly force or poses an imminent threat to do so. No two situations are alike and individuals must take direct responsibility for their personal safety based on the information they have, personal observations and capability to take action.

Lockdown

A building lockdown may be used in response to an active shooter, armed threat or similar dangerous situation on campus where sheltering in place may offer the safest course of action. Lockdown pull stations are located throughout campus buildings and are marked accordingly. Again, individuals must make the best decision they can, based on the information they have and their own personal observations when considering activating a lockdown pull station. Once a lockdown pull station is activated, the MCC police department dispatch center will follow its established protocols and MCC police officers will immediately respond. Lockdowns may also be initiated by the MCC police department, which will be announced over intercom systems. In either case, procedures for sheltering in place should be followed.

Sheltering in Place Procedures

  • If you cannot exit the building safely and are in a classroom, office or other room, lock, barricade or otherwise secure all doors.
  • If possible, close window blinds or obscure windows and stay out of view.
  • Be as quiet as possible, silence cell phones and minimize your movement.
  • Maintain calm, turn off all lights and equipment and stay out of open areas.
  • Keep doors and windows closed until MCC police or local police officers arrive to give directions.
  • If you encounter any police officers inside of a building, remember to obey all verbal commands, keep hands in plain view at all times, and do not make any sudden movements.

All Personnel and Students

  • If you can do so safely, run away from a threat as fast as you can while taking evasive actions as needed.
  • Warn anyone you may encounter about the threat.
  • Follow the commands of any responding police officer you encounter while ensuring they can see your hands.
  • Do not sound the fire alarm as people may be placed in harm’s way while attempting to evacuate the building in response to a fire alarm.
  • Report the location of any disabled individuals to police, fire personnel, and emergency medical personnel if needed. 
  • Once you have reached safety, call 911 immediately to report the threat.
  • Notify family or friends to assure them you are safe and ask them NOT to come to the college, as additional traffic to the area may affect efforts to contain and respond to the emergency.

MCC Police Department

  • Respond immediately, assess threat and take appropriate action per established police procedures.
  • Notify the campus president and chancellor’s office.
  • Coordinate with appropriate external law enforcement and public safety agencies responding to assist in the incident.

Campus President

  • Activate campus unified incident command team to ensure safe and comprehensive response actions are taken, and that appropriate information is being reported and shared in a timely manner.
  • Remain on-scene and assist police or fire personnel.

All Managers/Supervisors/Division Chairs

  • Ensure all persons within your immediate area comply as much as possible with the procedures for sheltering in place.
  • Report the location of any disabled individuals to police, fire personnel, and emergency medical personnel if needed.

Classroom Instructors

  • Upon receiving notification of a lockdown, you will ensure as much as possible that all persons within your immediate area comply with the procedures for sheltering in place.
  • Report the location of any disabled individuals to police, fire personnel, and emergency medical personnel if needed.
